Job Description

Reporting directly to the Vice President for University Advancement, this position provides collaborative leadership in the operation and fiscal oversight of the division and Philanthropic Foundation. The incumbent will promote the view and philosophy of the Vice President which is aligned with the University’s mission and strategic goals. The incumbent will assist the Vice President in the fulfillment of a wide variety of complex and highly sensitive executive duties and is responsible for the all operational and fiscal aspects of the division and the Foundation including; accounting, budget oversight, procurement and endowment management.


• Manages all aspects of the divisions office operations including space and space planning, IT, budget and procurement • Oversees all aspects of division Human Resources including recruitment, position management, employee relations and staff training and development • Advises the VP on all major issues related to the budget and fiscal allocations for the division state funds, Philanthropic and other programmatic funds • Facilitates business process reengineering and changes in operational practices to ensure a standard of excellence in process and deliverables • Serves as a member of the Advancement leadership team • Serves as the principle advisor to the division managers on policy and procedure related to fiscal issues • Is accountable for the oversight of all budget related initiatives and works with their direct reports to: o Identify and resolve complex administrative fiscal problems o Develop strategic solutions to effectively manage division finances related to organizational needs o Conducts and or coordinates the preparation of financial studies and reports o Develops, within university guidelines, policies and procedures as necessary related to fiscal matters and ensures that communication of these cascade throughout division o Ensures compliance with university policies o Prepare the annual division budget requests for the main budget office o Monitor division budgets on an on-going basis • Coordinates with colleagues across campus to ascertain viable solutions to complex problems • Serve as the liaison with the division of Administration & Finance and internal auditor • Oversee the decentralized aspects of travel expenditures, procurement cards and Directive 11 expenditures • Oversee centralized processes regarding division purchasing, procurement and payables • Provide specialized reports to the Vice President and the chancellor’s office as requested • Complete annual CO expenditure report • Assist with legal and compliance matters from the federal, California, CSU, and University perspective as it relates to the Division CSFPF Operational and Fiscal Management • Serve as the Chief Financial Officer of the Cal State Fullerton Philanthropic Foundation • Oversee all accounting functions, investments and cash flows • Oversee all necessary documentation for state sales tax, IRS and Attorney General • Oversee annual fiscal audit and any Chancellors Office compliance audits • Fulfill all financial management responsibilities of the CSFPF including; drafting an annual operating budget, drafting and presenting financial reports for the Board of Governors, Finance and Investment committee and Executive Director • Recommend and implement investment-related policies for campus program funds and foundation endowment assets • Ensure compliance with Federal, California and CSU policies and regulations • Serve as the staff liaison for the Foundation’s Finance and Investment Committee and Audit Committee • Serve as staff liaison with Foundation’s investment management firm(s), • Serve as the Foundations Public records act coordinator • Provides an high level of customer service to the campus community as it relates to Foundation accounts • Provides reports to development team and campus account holders on scholarship and program accounts within the Foundation • Ensure annual preparation of annual financial statements, IRS form 990, Chancellor’s office reports, NACUBO endowment report and other reports for development officers and donors • Assist with legal and compliance matters from the federal, California, CSU, and University perspective as it relates to the Foundation Staff Supervision • Hire, train, supervise and evaluate staff • Mentor and motivate staff • Develop professional development and training for staff
