Overview

Payroll Technician I

The functional responsibility of the Payroll Technician I is to provide technical support to complete and process payroll/personnel documents for each payroll cycle.  The Payroll Tech I is required to have a thorough knowledge of business English, arithmetic, general office methods, policies and procedures, a comprehensive understanding of payroll laws, and the ability to use the Banner Finance system.

 

Payroll Tech II

Under supervision from the Payment Services Manager and the Payroll Supervisor, the Payroll Technician II has the responsibility to independently perform, for a significant portion of time, the typical activities related to the processing of the full range of payroll transactions such as appointments, changes in status, leaves and separations. Work at this level is more responsible and of greater diversity and complexity than the Payroll Technician I, and is distinguished by the fact that the work is accomplished with a much greater degree of independence and a thorough knowledge of payroll and HR regulations. Work assignments require the application of payroll and HR regulations, policies, procedures, programs, guidelines, and applicable state and federal laws. The Payroll Technician II is required to have a thorough knowledge and understanding of financial record-keeping methods, procedures, and policies of SDSU Research Foundation, Banner payroll system, as well as familiarity with federal and state tax law, compliance, and reporting.

 

Responsibilities

The Payroll Technician I is responsible for but not limited to:

 

Payroll Processing 85%

Review time reports for proper authorization, accuracy, completeness, alternate work schedules, and multiple positions in adherence to Federal and State wage and hour laws, Fair Labor Standards, internal policies and procedures, and makes necessary corrections.
Calculate manual pays, retroactive payments, emergency pays, and miscellaneous payroll adjustments.
Accurately input time report data, special pays, redistributions, W-4 information, direct deposits, and address changes into the Banner finance system and the Nolijweb data storage system.
Reconciles payroll account balances (e.g. time sheets, direct deposits, wage attachments, benefits, voluntary and involuntary contributions, etc.) for the purpose of maintain accurate account balances and complying with established guidelines
Researches discrepancies of payroll information and/or documentation for the purpose of ensuring accuracy and adherence to procedures prior to processing
Responds to inquiries regarding payroll procedures (e.g. wage levies and garnishments, direct deposits, etc.) for the purpose of providing appropriate action and/or comply with established fiscal guidelines
Audit time sheets and other calculations against payroll reports; calculate salary adjustments, leaves and deductions
Other Duties and Responsibilities as Assigned 15%

Perform general office duties such as filing, opening and distributing mail, answering phones, responding to email inquiries, scanning, and assisting with front desk support.
The Payroll Technician II is responsible for but not limited to:

 

COMPLEX PAYROLL PROCESSING 40%

Reviews time reports for proper authorization, accuracy, completeness, alternate work schedules, and multiple positions in adherence to Federal and State wage and hour laws, Fair Labor Standards, internal policies and procedures, and makes necessary corrections.
Processes time reporting records, entitlements, disability processing, judgments, levies, garnishments and wage withholding orders.
Accurately inputs time report data, special pays, redistributions, W-4 information, direct deposits, and address changes into the Banner finance system and the Nolijweb data storage system.
Calculates manual pays, retroactive payments, emergency pays, and miscellaneous payroll adjustments.
Independently processes and completes payroll/ HR requested transactions such as appointments, change in status, leaves, and separations.
Transmits employee direct deposits to the bank.
Prepares payroll checks for mailing.
Assists with various state tax filings
REPORT WRITING & TESTING 10%

Runs audit queries to verify accuracy of data entry prior to finalizing and releasing payroll disbursements.
Reviews and submits error reports and documents to Sr. Payroll Analyst and/ or HR for verification and/ or corrections.
Generates and submits payroll processing reports to Sr. Payroll Analyst for payroll balancing.
Participates in the testing of software upgrades and implementations as related to the position; reviews pay programs and assist with troubleshooting.
PAYROLL LAWS AND REGULATIONS 10%

Prepares memos; responds to inquiries relating to HR payroll procedures and policies.
Requests additional information and documentation from administrators, faculty, staff and employees, and makes necessary adjustments.
Researches discrepancies of payroll information and/or documentation for the purpose of ensuring accuracy and adherence to procedures prior to processing
Completes employment verification forms.
PERSONNEL TRANSACTIONS 20%

Coordinates completion of the payroll cycle with Human Resources.
Processes third party vendor checks and direct deposits for Accounts Payable.
Performs general office duties such as filing, opening and distributing mail, answering phones, scanning, and assists with front desk support.
Address in-person employee questions and requests.
NON-RES DENT ALIEN COMPLIANCE AND PROCESSING 15%

Interviews and collects appropriate information from employee: visa, passport, appropriate INS documents, and social security card.
Assists employees in completing Non-Resident Alien Information Form, IRS Form W-4, and answers any questions or concerns of the employee.
Processes collected data into Windstar software in order to determine tax residency and withholding obligations or treaty exemptions on payroll payments.
Informs employee if tax treaty is available . If employee wishes to accept the terms of the tax treaty, obtains employee’s signature on IRS Form 8233 and submits to IRS International Returns Section.
Provides Human Resources with specific tax withholding set up for new hires and verifies Human Resources data entry.
Analyzes all active Non-Resident’s withholding obligations and tax status at year end and inputs any required changes into Banner
Reports signed 8233 forms for each tax year to the Payments Manager for IRS Form 1042-S preparation.
Coordinates with Human Resources in obtaining updated INS documents on active NRA employees. Updates are keyed into Windstar software to obtain to employee’s withholding obligations. Changes in employee status are keyed into Banner.
OTHER DUTIES AND RESPONSIB LITIES AS ASSIGNED 5%

Assists Sr. Payroll Analyst in planning, and organizing payroll workload
Leads and/or provides training to lower-level Payroll Technicians
Reports any payroll problems or compliance issues immediately to the Sr. Payroll Analyst and/or the Payment Services Manager.
May be required to perform special projects as assigned by the Payment Services Manager.
Qualifications

CORE KNOWLEDGE AND ABILITIES:

Knowledge of Applicable laws, rules and regulations, policies, procedures and practices pertaining to payroll, time reporting and benefit plans
Knowledge of payroll and personnel transactions to perform the full range of moderately complex payroll transactions with a greater degree of independence
Thorough knowledge of general office methods, practices and procedures
Ability to apply a variety of moderately complex policies, procedures, programs, and applicable state and federal laws that are note clearly described in available guidelines
Ability to work under pressure, organize work, and set priorities to meet critical deadlines; establish and maintain effective working relationships with others; perform mathematical calculations; work independently; make decisions and recommendations regarding payroll activities
Ability to use current computer work processing and spreadsheet software programs (Microsoft Excel, Word, PowerPoint), web browsers, 10 key calculators, Banner finance system and Workforce/Emp Center
Ability to accurately audit and reconcile data, interpret and apply written rules and regulations, accurately enter data, follow oral and written instructions; and communicate effectively with others.
Ability to demonstrate excellent written, verbal, and interpersonal skills to interact with administrators, faculty, staff, and employees.
Ability to analyze and interpret accounting data and utilize problem solving techniques in finding solutions to complex accounting problems.
Ability to share responsibility and ownership for team goals and results.
Ability to interpret payroll policies and procedures to employees through instructions, procedures and other means; answers employees’ technical questions
Ability to establish and maintain strict confidentially of personnel and payroll documents and records
Ability to accurately interpret and apply internal policies and procedures, Federal and State wage and hour laws, Fair Labor Standards, other pertinent laws, rules, and regulations affecting payroll.
Ability to work under pressure and have the ability to prioritize the workload to meet payroll deadlines.
Ability to demonstrate excellent written, verbal, and interpersonal skills to interact with administrators, faculty, staff, and employees
Ability to compute and post numbers rapidly and accurately; maintain files and records; identify, trace and correct errors
Ability to work independently and exercise initiative and judgement in analyzing information and making decisions consistent with standard practice and established guidelines.
Ability to lead and train lower-level Payroll Technicians
Ability to process a high volume of with accuracy
Ability to exercise tact, courtesy, alertness and good judgment in responding to others
Ability to handle multiple priorities and interruptions and work within strict deadlines
Ability to operate standard office equipment
Ability to establish and maintain effective working relationships with coworkers and those outside the work group
Ability to work effectively with a minimal supervision.
Ability to communicate effectively, both orally and in writing.
Ability to be organized, meet deadlines, display detail orientation, possess good judgment and common sense
Ability to arrive to work on time, understand and follow posted work rules and procedures

MINIMUM EDUCATION & EXPERIENCE:

 

Payroll Tech I

Required Experience/Education

Any combination of education and experience which provides the required knowledge and abilities.
At least one year of general administrative experience in payroll and human resources record keeping and data entry.
Preferred

Bachelor’s degree in accounting, business or related
Payroll Certification
One year of previous payroll experience
Previous experience using a computerized time keeping system such as Workforce Software/EmpCenter for payroll processing
Payroll Tech II

Minimum Experience/Education

Any combination of education and experience which provides the required knowledge and abilities.
Two-years of payroll and personnel experience
Preferred Experience/Education

·       Bachelor’s degree in accounting, business or related

·       Experience working in a diverse academic or public organization.

·       Four years of progressively responsible payroll experience

·       Experience using a computerized time keeping system such as Workforce Software/EmpCenter for payroll processing.

·       Payroll Certification

 

Wage & Benefits

$21.00 – $25.73 per hour
