Associate Director of Human Resources and Benefit Services – Job#2716
OVERVIEW
The Associate Director of Human Resources and Benefit Services is an experienced human resources (HR) and benefit professional with comprehensive knowledge of HR practices, policies, and benefits administration. This position ensures compliance with applicable laws and consistent implementation of organizational policies. The Associate Director oversees the daily work of HR staff and reports directly to the Director of Human Resources.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Associate Director performs a broad range of HR and benefits-related responsibilities include, but are not limited to:
· Supervising and mentoring HR and Administrative staff;
· Serving as the primary contact for Research Foundation employee-related HR and benefit policy interpretation and communication;
· Supporting positive employee relations and acting as a resource to the campus, staff, and Project Directors;
· Managing employee onboarding and separation processes;
· Coordinating employee and retiree benefit administration;
· Overseeing HR Generalist functions;
· Managing OSHA reporting, CMS reporting, workers’ compensation claims, ergonomic assessments, disability claims and employee leaves of absences (LOAs);
· Researching and recommending improvements to HR and benefit processes;
· Conducting reclassification analyses;
· Providing conflict resolution guidance;
· Conducting employee relations investigations;
· Overseeing information requests for annual audits;
· Reconciling benefit accounts;
· Collaborating with Payroll to ensure accurate benefit deductions and contributions;
· Reviewing and updating HR policies/procedures, handbook, and website;
· Overseeing the employee training program;
· Identifying opportunities to enhance services and operational efficiencies;
· Conducting special projects, as assigned;
· Keeping the Director of HR informed of issues affecting employees or the organization;

EDUCATION, SKILLS, AND ABILITIES
· Bachelor’s degree in a related field and minimum four (4) years of experience in HR and benefit administration;
· Minimum three (3) years supervisory experience required;
· Ability to supervise, motivate and coordinate staff;
· Ability to maintain confidentiality;
· Thorough knowledge of federal and state employment and benefit law;
· Ability to effectively use and maintain an integrated HRIS;
· Strong organizational skills and attention to detail;
· Dependability, reliability, and self-motivation;
· Strong customer service, time management, and communication (both verbal and written) skills;
· Ability to work with all levels of staff and administration;
· Ability to analyze and improve policies;
· Proficiency in Word, Excel, basic report writing, and HR/benefit systems;
· Ability to manage multiple tasks and shift priorities as needed;
· Strong problem-solving, mathematical, reconciliation and research skills;
· Analytical ability capacity to work independently;
· Ability to exercise judgement, discretion, and initiative;
· Ability to accept feedback and interact professionally with diverse individuals;
· Ability to coordinate multiple projects and meet deadlines.
Must be able to accept constructive criticism, prioritize workload, be dependable, behave professionally and interact positively with others. Regular, punctual attendance required. This position is employed through the CSULB Research Foundation. Employment is at-will.
The HR department currently operates on a hybrid work model requiring three (3) on-site workdays and two (2) remote workdays per week, based upon Director scheduling. Newly hired employees must work fully on-site until trained and approved for remote work. The hybrid schedule may change or be stopped at any time at the employer’s discretion. This schedule is only available to those in positions where there is adequate remote work available.
POST OFFER BACKGROUND CHECK REQUIREMENT
A post offer background check (including a reference and criminal records check) must be completed, and the individual cleared, before they can start work with the CSULB Research Foundation. No information will be required prior to the offer of employment. Once an offer of employment is made, failure to complete the background check and receive clearance may affect the application status of a new hire individual and/or the continued employment of a current CSULB Research Foundation employee who has applied for/moved into a new position. Individuals working with minor children and/or the elderly will be required to renew their live scan fingerprinting and be cleared every twelve (12) months. Information obtained through the background check does not automatically disqualify an individual from employment.
COMPENSATION RANGE: $3,750.00 – $4,166.67 per pay period (24) / $90,000-$100,000 per year.
