POSITION SUMMARY
The Post Award Grants Analyst works in the University Corporation’s Accounting department and is a vital member of the Post Award Division’s team. Under the direct supervision of the Post Award Manager, the Post Award Grants Analyst serves as an important resource providing guidance and oversight on issues related to the fiscal, administrative and regulatory management of grants and contracts of sponsored programs from award acceptance through closeout. This position works closely with the program administrators to provide post award services in managing grants and contracts.
Examples of Duties
ESSENTIAL DUTIES AND RESPONSIBILITIES include. but are not limited to. the following:
• Participates in award set-up meetings with the program administrators and Sponsored Programs Office to gain a full understanding of the criteria and requirements necessary to manage each award. Also, discusses key elements of budget, cash balances, sub awards, and invoice requirements. Provides forms and training as needed to program administrators. Ensures award is set up properly in the Common Financial System (CFS).
• Analysis of sponsor award documents to maintain compliance with fiscal management and reporting specifications.
• Reconciles the financial activity of grants and contracts to ensure that reporting requirements and deliverables are met. On a monthly basis prepares financial reports that are specific to program administrators or funding sponsors, budget adjustments, and invoices.
• Ensures that direct costs charged to grants and contracts are both allowable and allocable under funder guidelines, federal, state, and University Corporation grant management guidelines.
• Interprets reports and prepares queries generated from the Common Financial System (CFS) for internal departments and external stakeholders upon request.
• Prepares for, and participates in, grant set-up and orientation meetings, funding sponsor workshops and other internal and external trainings and conferences to educate principal investigators, project directors, and administrative assistants about Corporation policies, forms and procedures.
• Investigates and resolves financial errors and discrepancies and alerts the appropriate Post Award Accountant or Accounting division staff to make the necessary corrections if needed.
• Regularly monitors cash balances and prepares financial documents including calculation of drawdowns, journal entries, and invoices. Also, the Post Award Grants Analyst monitors aged receivables and follows up with funders.
• Regularly provides feedback to program administrators, other Corporation departments, and the Sponsored Programs Office regarding status of accounts and availability of funds.
• Regularly reviews availability of funds, and monitors payroll reports for grant allowability and accuracy, and planned and incurred expenses (i.e. Procards, check requests, travel expense claims, purchase requisitions, or request for approval of travel forms).
• Interpret and apply Federal Uniform Guidance and sponsoring agency regulations. Identifying potential risks, advising program administrators and providing steps to mitigate risks.
• Enter journal entries and budgets in the Common Financial System (CFS).
• Assists with funding agency, external and internal audits of grants and contracts.
• Serves as the back-up to the Grants Accountant as needed.
OTHER FUNCTIONS
• Performs other duties as assigned.
• Promotes and maintains an atmosphere of excellent internal and external customer service within the accounting department and the campus community.
• Assists in other areas of Auxiliary Accounting as needed.

KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of financial record-keeping methods, procedures, and practices. Working knowledge of governmental accounting methods and related laws, rules, and regulations. Knowledge of and ability to apply 2 CFR 200 Uniform Guidance regulations to specific grants. Familiarity with direct and indirect costs, assessing these costs, and verifying indirect cost rate calculations. Ability to analyze and interpret accounting data, and prepare clear, accurate financial reports. Ability to utilize problem-solving techniques in finding solutions to complex problems. Ability to understand, interpret, and apply applicable rules, regulations, policies, and procedures. Ability to make sound decisions and recommendations regarding grant budget activities. Ability to communicate effectively, both orally and in writing. Ability to set priorities and meet deadlines. Ability and dedication to providing high quality customer service. Ability to work collaboratively with University and Auxiliaries staff, faculty, students, and external constituent groups.
SPECIALIZED SKILLS
This position requires a significant emphasis on customer service, financial monitoring, and forecasting, and understanding and interpreting complex federal regulations and internal policies and procedures. Experience with personal computers including word-processing, spreadsheet, databases, virtual document management and applications, querying software, and email applications. Demonstrated experience that clearly provides evidence of the knowledge and skills required to perform each essential duty satisfactorily. The requirements identified above are representative of the knowledge, skills and/or abilities required.
Qualifications
MINIMUM QUALIFICATIONS
Education and Experience:
Equivalent to an associate degree, preferably in Accounting, Business Administration, or a closely related field AND two years of progressively responsible professional accounting experience OR a combination of education and experience which provides the required knowledge and abilities. A bachelor’s degree in a related field may be substituted for up to one year of the required experience.
DESIRABLE QUALIFICATIONS
• Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence. Experience working with a diverse and multicultural population.
• BA degree preferred. Experience using PeopleSoft, Google Apps for Business, working with Federal/State grants and contract administration preferably in Higher Education and knowledge of Federal/State grants and contract regulations are highly desirable.
• Possesses strong time management skills, ability to set/adjust priorities in a deadline-oriented environment. Candidates should be self-motivated, driven and focused on continuous learning and improvement. Ability to effectively communicate information both verbally and in writing, in a clear, concise, and professional manner.

The hourly hiring range for this position is $33-$38. Classification: Grade 6, Staff. This is a non-exempt position and as such is eligible for the overtime provisions of the Fair Labor Standards Act.
